proof positive #2: Government Appropriations

Nearly $2 million secured for education, health, and safety programs.

Opportunity:

With more than 190 elementary, middle, high, and charter schools, and a population of approximately 82,000 students, the Baltimore City Public School System (BCPSS) is one of the most historic and largest public school districts in the United States.

In 2008, BCPSS made a goal to reinvent teaching and learning in its schools. This transformation includes giving principals more autonomy and flexibility along with additional resources to shape teaching and learning in order for them to address the unique needs of the students. BCPSS also launched an aggressive initiative that creatively engages parents, neighborhoods, communities, government, institutions of higher education, cultural institutions, business and industry as partners to support teaching and learning. To realize these ambitious goals, BCPSS realized that it must maximize all available resources -- especially federal funding.

Approach:

In its first year with Russ Reid, BCPSS increased its fiscal year 2008 appropriations funding, as well as extended its reach with key Members of Congress and the Administration. For fiscal year 2009 Russ Reid worked with BCPSS to identify which of its initiatives would resonate with the Congress. Recently, Russ Reid has positioned BCPSS as a trusted advisor to its congressional delegation on issues related to the Elementary and Secondary Education Act (ESEA) Reauthorization and its impact on city schools nationwide.

Results:

BCPSS has so far secured the following:
  • $500,000 for secondary schools.
  • $991,286 for health career programs and for education programs for at risk youth.
  • $399,500 for a public school safety initiative.
